Women below 21 years or above 60 years, those receiving financial aid beyond the prescribed limit, families of public representatives, government employees or pensioners, and individuals owning four-wheelers (except goods vehicles) are ineligible under SUBHADRA. However, ASHA, Anganwadi workers, CRPs, MBKs, and outsourced employees remain eligible if they meet all other criteria.
Beneficiaries may complete the e-KYC process on the SUBHADRA Portal using their Aadhaar number through biometric authentication at any Jana Seva Kendra or Ama Seva Kendra

Eligibility Criteria-
To qualify for the scheme, applicants must meet these requirements:
Residency: Must be a permanent resident of Odisha.
Age: Between 21 and 60 years as of the qualifying date.
Income: Family income must not exceed ₹2.5 lakh per year.
Exclusions: Women receiving ₹1,500/month or more from other government schemes (like pensions or scholarships) or those from income tax-paying families are generally ineligible.
